On March 16, 2026, the Standards for Determining Major Power Accident Hazards and Regulations on Supervision and Administration of Hazard Management were reviewed and approved at the 29th executive meeting of the National Energy Administration and will officially take effect on July 1, 2026.
Article 5 of the new regulations clearly defines the safety red lines for grid connection: wind farms, photovoltaic power stations, and electrochemical energy-storage power stations connected to grids at 220 kV or above will be directly classified as having major power safety hazards if they do not possess Low Voltage Ride Through (LVRT) and High Voltage Ride Through (HVRT) capabilities, have not completed grid-connection tests required by national standards, or have not commissioned their power control systems in accordance with dispatching requirements.
Failure to meet ride-through capability requirements and inadequate grid-connection performance can easily cause grid disturbances, generating-unit disconnections, or even system instability. The new policy further tightens, at the national regulatory level, compliance requirements for renewable energy grid-connection testing and operation & maintenance. Power stations across the industry need to conduct self-inspections and corrective actions in advance and strengthen their testing capabilities.
